HOA electrical services get billed differently from a single-family job because the approval path is different. A homeowner decides on the spot; a board decides at a meeting, often against a budget set the previous year. So we quote in a form a board can actually act on: a written scope, a line for materials and a line for labour, and where relevant a note on which items are safety-driven and which are discretionary.
